At the end of X-MEN: APOCALYPSE a credits scene was shown with the implication that the villain Mr. Sinister, a.k.a. Nathaniel Essex, is (finally) coming to the X-Men movie universe. Since this was shown after X-MEN: APOCALYPSE, the insinuation was that Mr. Sinister would be coming in a sequel to the X-Men movie.
Instead it's sounding like Mr. Sinister will appear in a different movie as director Bryan Singer has confirmed, via Cinema Blend in his audio commentary for the end credits scene of X-MEN: APOCALYPSE, that the end stinger was in fact a set-up for WOLVERINE 3. So now Mr. Sinister seems to be the villain in Hugh Jackman's last turn as Logan, which is set decades later in the X-Men movie timeline.
While this shouldn't be questioned or thought of as being a rumor, because Singer says it in his commentary, what might be questioned now is the continuing confusion of the X-Men movie franchise continuity. X-MEN: APOCALYPSE was based in the 80s and WOLVERINE 3 is set decades later in the future seeing as how actor Sir Patrick Stewart is reprising his role as Charles Xavier in WOLVERINE 3.
So a movie in the 80s, set decades earlier than WOLVERINE 3, is setting up a movie far away in the future? How is this possible? Well, it is all plausible since Mr. Sinister has a regenerative healing factor similar to Wolverine, so he too ages much slower just like Logan.
Regarding who might be playing Mr. Sinister, actor Richard E. Grant was cast in a role described as a "scientist" and Mr. Sinister is in fact just that in the comic book universe with an obsession in genetic experimentation. Which is why the end credits scene showing the Essex Corp acquiring Wolverine's blood is so important (X-23 hint, hint!).

WOLVERINE 3 has already wrapped filming, is deep into post-production and releases on March 3, 2017.
